@everett-toews I believe that the refactoring the `NovaEC2Api` should happen in another PR. It appears that the [EC2Api](https://github.com/jclouds/jclouds/blob/master/apis/ec2/src/main/java/org/jclouds/ec2/EC2Api.java#L72) has `*ForRegion` methods similar to the OpenStack APIs. FWIW, we should consider applying our simplified approach to Regions for all region based APIs in the codebase. WDYT?
