Given the current thinking of ceasing labs releases, tools should go in the main repository since we intend for users to interact with them. If there is a question of maintenance then I answer it by volunteering. These tools compare favorably to jclouds-karaf which has an order of magnitude more code and requires specialized knowledge to work with.
