This is an old known issue, as stated in the comment in the jclouds-resources
POM [1]:
"Cannot be run on a clean repo, because of a self-dependency. Install into the
local repo with 'mvn clean install' first."
[~gaul]'s reverted commit simply brought this to the fore by explicitly
ensuring we always run Checkstyle
