GoogleComputeEngine InstanceApi supports Reboot (aka restart) and
Suspend/Resume (aka stop/start).
GoogleComputeEngineServiceLiveTest has the relevant tests commented out saying
they are not supported by GCE.
We need to add both to the compute abstraction and update the tests.
