@nacx agreed that this may break compatibility with many consumers. I'll look into the uses of SkipEncoding -- did not do so previously as it looked like the BlobStore providers did not rely on this. For the compute side, I will try to check some of the live tests (e.g. EC2), but I don't have credentials for a lot of providers.
