There is a missing {{.up()}} call for "ConfigurationSets" element in
{{RoleToXML}} class.
So the generated XML looks like:

<RoleType>PersistentVMRole</RoleType>
<ConfigurationSets>
<ConfigurationSet>...</ConfigurationSet>

<RoleSize>Basic_A1</RoleSize>
</ConfigurationSets>
