Nova API checks _only_ if Nova SecurityGroup extension is available to manage
security groups. Most of the modern Openstack installations relies on Neutron
to manage networking concepts
NovaComputeServiceAdapter should to use neutron to list/create securitygroup or
fallback to Nova SecurityGroupApi extension.
ContextLinking may be a suggestion to add NeutronContext to NovaContext.
