Adding a maven profile called `fast` to skipping style checks and running tests, for development or testing use. It's inspired by other maven based opensource project e.g. Flink. To skip these maven plugin and phases - skip running scalatest tests - skip style checks including rat, spotless, surefire - skip building javadoc and source jar ### How should we improve? _No response_ ### Are you willing to submit PR? - [X] Yes.
