Upgrade commons-lang3 from 3.18.0 to the latest release, 3.21.0, for upstream fixes and improvements. ### How was this patch tested? - `dev/reformat` - `build/dependency.sh` - `xmllint --noout pom.xml` - `git diff --check` Formatting and dependency checks ran with JDK 17.
