Description:
Rackspace is in the process of removing the environment pointed to by AUTH_URL
in libcloud/common/rackspace.py
That currently points to https://auth.api.rackspacecloud.com. Both FirstGen and
NextGen should be pointing to https://identity.api.rackspacecloud.com.

That currently points to https://auth.api.rackspacecloud.com, and the NextGen
Rackspace driver overrides that with https://identity.api.rackspacecloud.com.
Both FirstGen and NextGen should be pointing to this identity.api endpoint.
