Currently the Libcloud Google Compute APIs do not support any operations for
regional MIGs. Only the classic zonal MIGs are supported.
On the GCE side, [the API used for regional MIGs is the
same|[https://cloud.google.com/compute/docs/reference/rest/v1/instanceGroupManagers].]
The only difference is in the endpoint URL where zones needs to replaced with
regions.
