   I finally figured out the root cause is the existing dependency packages of 
apache-libcloud. Here is what is installed by default of RHEL 7.x:
   ```
   $ pipdeptree -p apache-libcloud
   apache-libcloud==2.5.0
     - requests [required: Any, installed: 2.6.0]
   ```
   
   The dependency package `requests` in pre-installed on RHEL 7.x. But somehow 
it doesn't work correctly by apache-libcloud.
   I used PYTHONPATH to specify the following dependencies manually and it 
works again:
   ```
   $ pipdeptree -p apache-libcloud
   apache-libcloud==2.5.0
     - requests [required: Any, installed: 2.22.0]
       - certifi [required: >=2017.4.17, installed: 2019.6.16]
       - chardet [required: >=3.0.2,<3.1.0, installed: 3.0.4]
       - idna [required: >=2.5,<2.9, installed: 2.8]
       - urllib3 [required: >=1.21.1,<1.26,!=1.25.1,!=1.25.0, installed: 1.25.3]
   ```
   This should be a valid workaround for me. But I am not sure what you should 
do with the default `requests` package shipped with RHEL 7.x by default. (It 
cannot be re-installed pip since it is a distutils installed package)
