I'm willing to do any karma crunching for administrative tasks or other things 
like code reviews. Unfortunately I do not have the spare time to do the actual 
coding. This is an invitation to anyone who's willing to contribute!

Please note that I recently started off to implement a full fledged pipeline 
that builds all targets of log4net on jenkins. At the moment the tests get 
stuck on the netstandard-1.3 target and I would like to finalize that before 
adding support for netstandard-2.0 on top. Given that jenkins also builds pull 
requests automatically, you could easily create a pull request on github and 
jenkins will kick in and build and test your changes.
