I never looked at Plugins because I never knew I should do so even while using
vanilla log4j2.
So, rephrasing the initial question: is there a definite place where it is
called out whether an Appender or anything else supports runtime substitution,
as
[https://logging.apache.org/log4j/2.x/manual/configuration.html#PropertySubstitution]
says?
