I see two ways on how this can be achieved:
# New attribute in {{RollingFileAppender}}/{{RollingRandomAccessFileAppender}}
# New API in {{TriggeringPolicy}} returning for instance an enumeration 
BEFORE/AFTER.

If there is interest for this feature I can try to prepare a PR.
