Log4j build fails in windows in log4j-core in FileOutputTest and in log4j-kafka
in ConfigurationBuilderTest. Sporadically, it fails in
JsonTemplateLayoutNullEventDelimiterTest when port 50514 is bound to another
process...Windows won't re-allocate the port for a short time after it is freed
sometimes causing multiple builds to fail in a role.
