Thanks for informing us [~nicktheuncharted]! I did not dig in detail, but it
sounds like something fishy going on with {{PropertiesUtil}}. I could not find
any tests checking this ordering feature either. Would you mind submitting a PR
containing a unit test and, if possible, the fix, please? (Note that you need
to target the {{release-2.x}} branch.)
