In the properties file format, it should just be a top level key named
"packages". And the lack of dat file does indeed mean the annotation processor
wasn't run, but that's normally done on Java code, not necessarily Scala code
(perhaps we need a Scala-specific compiler plugin or something here to do the
equivalent metadata extraction).
