One useful feature that log4cxx has is the ability to re-read configuration
files for changes, so you can change the configuration file at runtime to get
more/less information.
With the Qt support, we can also use the QFileSystemWatcher to determine if the
file has changed, and so we can immediately re-load the file when it changes.
