The loop in {{Environment#get}} uses the correct ordering between legacy and
normalized system properties.
I think that you can just keep two caches: {{literal}} and {{{}tokenized{}}}.
The {{tokenized}} cache should work the same way it works now, but the
{{literal}} cache should map each key to the value obtained through:
