Yes, from what I can tell it was born broken and stayed that way until… #3071. I believe I accidentally fixed it while making JMX optional (for the benefit of Android users), and then promptly forgot it even existed. @ramanathan1504: can you check if this still reproduces on `2.25.0` or later?
