   Correct. You first need to submit the PR to be able to add its link to the 
changelog. That said, people (including maintainers) do CTRL+F to search for 
the GitHub Issue/PR ID in release notes. This convenience — i.e., not needing 
to manually find every single possible Issue/PR ID to search for while trying 
to see if a particular bug is fixed — is worth the extra effort, AFAICT. I find 
it very useful, and I add it. If you prefer not to, that is also fine as long 
as Log4j Kotlin API is considered, a project you're mostly stewarding.
