Hi @panu28, I checked the nuspec across all 3.x releases - the dependency on `System.Configuration.ConfigurationManager >= 4.5.0` has never changed, so this isn't a log4net issue. The behavior difference you're seeing between 3.1.0 and 3.3.1 must have another cause in your environment. This looks like a NuGet/MSBuild restore or binding redirect issue in your consuming project.
