Closing to match apache/logging-log4j2#4308, which reverted
`spring-cloud-context` to 4.3.0 on `2.x`. `log4j-spring-cloud-config-client` is
on the Spring Boot 3 generation,
and `log4j-spring-cloud-config-sample-application` depends on it, so
moving the samples to Boot 4 reintroduces the `enforce-upper-bound-deps`
failure that revert was for.
Adding a Dependabot ignore for `org.springframework.boot:*` at `[4,)`
alongside it.
