Aditi Hilbert resolved MYNEWT-449.

Resolution: Fixed
A starter documentation set has been bundled into master. Scripts have been
generated and instructions on generating the site has been added as well.
Separate tickets will be opened for adding doxygen-style comments for different
sections.
