Right now newt support is done through a docker container which works, mostly.
We do not have a regular maintainer of newt support on windows, or a test
framework to ensure that it works properly. Newt support on Windows is
therefore a second class citizen.
As we start to mature, Newt support on Windows needs to become a first class
citizen and have a maintainer.
