Justin, I'm assign this to you as a review function.
I've gone ahead and replaced most of the license headers. We still need to
remove stm32f3discovery, check ARM mbed license headers, and look at 3rd party
code. As we do this, we'll comment to the thread. My hope is you close this
after things are compliant.
