While the code currently compiles using the native BSP, we should put more
effort into the native BLE stack so that we can run the controller on the MAC.
This should help testing various controller features. Note that this is not a
full "sim" ticket; it is just a better native BLE implementation so that we can
use it to test controller features that dont require physical hardware.
