Support decompressing images in the bootloader to save on flash space and OTA.
This is tricky because depending on architecture support will be different --
for example on, single chip designs, only the secondary image can be
compressed, and the primary needs to be decompressed. Whereas, when storing
images in external flash, images will need be decompressed into ram.
