Summary: License purge for MCU specific directories

The MCU specific directories have a lot of different licenses. They should be
gone through, and:
- Any non-kosher licenses should be removed, and those packages should be put
on github
- Where alternatives exist (many of the MCU packages have multiple licenses on
the same file, some of which are compatible with ASF), those should be placed
in the MCU directories.
- For MCU definitions that are removed, the chip vendors should be notified,
and requested to use more liberal licenses.
