libs/netwmgr, libs/newtmgr_oic and libs/iotivity need to be rationalized. per
conversation today:
- iotivity placed into net/oic
- mgmt/mgmt should be created as top-level package, and system wide management
interfaces should export their APIs to this package
- mgmt/newtmgr should be created, and implement the newtmgr protocol
- mgmt/newtmgr/transports should be expanded to include serial (drivers/uart),
and console implementations, along with BLE and Wi-Fi
- mgmt/oicmgr should be create which provides a mapping of system management
APIs into the OIC protocol
