Run all HCI and LL test cases defined for Controller subsystem.
These test cases are not implemented in PTS thus need to be run using two
reference devices. Some of test cases require Lower Tester which behaves
incorrectly and for this modified Nimble can be used (modified to enable
invalid behavior as per test case requirement) - such hacks can be included in
main tree but disabled by default (some debug configuration flags will be
introduced).
