MYNEWT-538: Do not enable the new timer by default
Modified the syscfg files that enabled TIMER_3 or TIMER_5 on the nordic
platforms by default. By default, it should be disabled. While this
should not have caused any issues, there might be an issue with
enabling this timer when used with the bootloader.
