MYNEWT-569 Rename IMGMGR_NMGR_OP -> IMGMGR_NMGR_ID
IMGMGR_NMGR_OP was a misleading prefix. These symbols defines newtmgr
IDs, not ops. Newtmgr ops are read, write, etc.
