Summary: support hw floating point with cortex-m4

Add a syscfg knob for this; hw floating point computations are faster, but
enabling FPU eats more power/stack space.
During context switching, swap in/out floating point registers.
Pass appropriate parameters to compiler to enable floating point instruction
generation.
