Marko Kiiskila resolved MYNEWT-618.

Resolution: Fixed
hal_bsp_init() was getting called, so console uart device was not getting
created.
Also, watchdog was resetting the core. Once app boots, it starts it, and system
reset does not stop it. So now we're also tickling HAL watchdog from bootloader
serial.
