Controller is not responding correctly on LL_PHY_REQ which leads to link
disconnection due to timeout. It is BT 5.0 LL_REQ however on such request we we
should respond with LL_UNKNOW_RSP PDU.
To be fixed in ble_ll_ctrl_rx_pdu()
