This issue seems to have been introduced by MYNEWT-694.
If the user runs "newt run" without specifying a version number, newt prompts
the user for a version number and uses it to build an image. This behavior is
correct most of the time, but it is incorrect for sim targets. Sim targets use
plain elf files, not image files, so newt shouldn't prompt the user for a
version number in this case.
