Consider moving this to the `addKeywordsForBlock` method. Check for
`env.getPath().getLeaf().getKind() == Tree.Kind.BLOCK` would not be necessary
there. Also, check for `Utilities.startsWith(VAR_KEYWORD, prefix)` should be
added.
