I'm not sure what the right answer is here. Obviously the infrastructure was not configured with this in mind, and we can't change the build script in 12.4.301. So, what doesn't break something? Does basing the `apidocurl` on another URL rather than empty (eg. `https://netbeans.apache.org/12.4.301/javadoc`) work? -- This is an automated message from the Apache Git Service.
