Yes I agree, CVS is not a module in Netbeans. Earlier in NB 12.6 I have added the following URL http://bits.netbeans.org/dev/nbms-and-javadoc/lastSuccessfulBuild/artifact/nbbuild/nbms/updates.xml.g in Plugin Setting and CVS was installed as external plugins.
