Yeah, this is a HiDPI scaling issue on Java 8 vs. Java 11; not a NetBeans version issue. Java 8 did not support HiDPI scaling on Windows, and so instead, Windows tries to do its own compatibility mode thing, which doesn't work very well. The solution is to run the NetBeans IDE on a newer Java version.
