   Hi,
your statement is wrong you are only a contributor. see
https://infra.apache.org/contributors.html.

A committer is an individual who has write access to the codebase of an
Apache project. I don't think you have write access.

I can quote a part of the webpage:
_Tell the developer and user community about your use of the software
product, your experiences in setting it up, issues you encountered, and any
general feedback you may have. Don't forget to include any positive
observations that will show you appreciate the effort the team is making. Your
story will likely be very welcome if you write it clearly, in a friendly tone,
and Read The Manual before asking for answers that you could find there. You'll
probably receive enthusiastic responses from some of the developers and other
users (although responses may not appear right away: everybody is busy)._

On the mailing list you are known as "name name2" not very clear, you are
trolling on vote thread. It's not important to write perfect sentence but try
to be kind.

winget is official package manager of what ? windows ? powershell ?

at Apache we have a restriction and we cannot provide installer that include
jdk.
winget currently is not able to handle dependencies but they are working on
that but we cannot change at Apache because of legal.
a PR trying to have Apache NetBeans on winget
https://github.com/microsoft/winget-pkgs/pull/16020
   a issue about dependencies https://github.com/microsoft/winget-cli/issues/163
