You're probably right for default-jdk. If it were 'default-jdk (>= 2:1.11~)' I think it would have installed java 17 instead of trying to install java 11 from the other available distrib in sources.list. Not sure though, I didn't test it. I installed as you did but it was a bit annoying to have to find out how to workaround that.
