restored the correct behaviour (even if for very short time). CRTL+Shift+D will

presented items and magically the Windows clipboard will be accessible again... 
of course all of this is time consuming. To be noted that the Netbeans cliboard 
popup do not show as last item the last copy we did from Windows, so the bug 
seems to be that the Netbeans clipboard is not always listening for Windows 
events.
   
   Copying text from about windows usually fixes it for me
