### Description
Now it seems the default PHP format is more like following Java Rules, esp
the beginning brace of class and function.
In PHP PSR, it uses a new line.

use BarClass as Bar;
use OtherVendor\OtherPackage\BazClass;
class Foo extends Bar implements FooInterface
{
public function sampleMethod($a, $b = null)

if ($a === $b) {
