- removed spring 3 and 4
- updated spring 5 from 5.2.9 to 5.3.31
- minor code cleanup
manual test:
- `tools -> libraries` should only have spring 5.x libs
- created maven web project -> properties -> frameworks -> added spring mvc
5.x -> checked pom
