   ### Apache NetBeans version

   Apache NetBeans 20

   ### What happened

I have several Project Groups. When I switch between project groups,
previously opened tabs do conveniently reopen. However the order of tabs is not
restored which is not convenient. I even suggest that the order of tabs may be
reversed when the Project Group is reopened.

   ### Language / Project Type / NetBeans Component

Two project groups each being Java Maven Project with modules

   ### How to reproduce

Create two Project groups each being Java Maven Project. Open some files in
the first project group. Reorder some tabs. Switch to the second project group,
open some files and reorder some tabs. Switch between project groups. See if
the tab order is restored.

   ### Did this work correctly in an earlier version?

   No / Don't know

   ### Operating System

   Windows 10

   ### JDK

   20 OpenJDK

   ### Apache NetBeans packaging

   Apache NetBeans provided installer

   ### Anything else

Every time for my specific project groups.

   ### Are you willing to submit a pull request?

   No
