   ### Apache NetBeans version

   Apache NetBeans 22

   ### What happened

when choosing a framework in project settings the JSF option doesn't produce
the dropdown option to select the default server library or to give the option
of uploading a different or new jar file. When progressing throught the
Application settings the Framework Tab is highlighted as an error and the
settings can't be saved.
This used to work some time back (about 12 or 13) but has not worked of late.
Is this recognition of a new best practice design practice or is this an
oversight. I now use Maven as my default way of loading dependencies but was
not sure on where netbeans pulls its resources from regarding frameworks.
