this PR implements SM removal step 2 of 3
1. remove SM flag from windows launcher and release new launcher bits
2. move flag to config and switch to new launcher bits
3. implement SM removal for JDK 24 compatibility
changes:
- binaries are taken from the integration workflow run of
https://github.com/apache/netbeans/pull/8009, see
https://github.com/apache/netbeans/actions/runs/12656284985
- this does also move the JVM flag from launch script to config for
linux/mac to have parity with the changes of the windows launcher
uses currently a staged build, vote needs to happen before merge
